My original thought was to replace the zipper and have a sundress.  But the top was a very lightweight white fabric...not very modest!  So, I removed the band with contrast piping, cut the remaining bodice off and stitched the top band into a waist band, adding elastic into the back waist for fit.  I inserted a 7" zipper and for less than $8 total - a new skirt, complete with built-in petticoat.
